Abstract

Since February 1991, Malaysia has been developed according to former prime minister, Mahathir Mohamad’s 2020 Vision Plan, which maintains that Malaysia in 2020 will be a united nation with a
confident society filled with moral values and desirable behavior living in a democratic, free; economically equal; successful and thriving society enjoying a competitive, dynamic, strong, and growing economy.
Planning in Malaysia dates back to 1950. Moreover, an economic planning department was established at the prime minister’s office in 1961 to diligently follow development planning. Development planning in Malaysia, is the first step of a project which also includes complete supervision over implementation of that project and final assessment and is aimed to present a transparent image of the country’s executive potentials. Malaysia takes advantage of four planning instruments (vision plan, five-year development plan, assessment of the first half of the five-year plan, and annual budget) every one of which is aimed at a different vision. All those instruments are guided by the 2020 Vision Plan.
Malaysia has managed to distance from underdeveloped countries through rapid economic and social development in the past five decades.
This paper briefly introduces government and economic system in Malaysia before dealing with planning backgrounds and major development goals of the country as delineated in 2020 Vision Plan. Some strategies and measures taken to achieve these goals have been also elaborated.
