Abstract
In his latest safeguards report on Syria, Director General of International Atomic Energy Agency Yukiya Amano pointed to lack of cooperation from Syria on outstanding issues, especially in relation to two sites in Deir ez-Zor and a Miniature Source Reactor (MNSR). He has also called for more transparency on the Syrian side. Major highlights of the report include Syria’s emphasis on continued cooperation with IAEA, especially cooperation between Atomic Energy Commission of Syria (AECS) and IAEA; agreement of the Syrian government and IAEA over the “program of action;” renewed opposition of the Syrian government to IAEA’s modality for controlled access to Deir ez-Zor nuclear site and three other locations related to it; and finally, resolution of outstanding issues and Syria’s agreement to provide IAEA with access to nuclear facilities in Hama. The present paper analyzes IAEA's report on the implementation of Safeguards in Syria (GOV/2011/1/8; 25 Feb. 2011).
