Signing Cluster Ammunition Convention: A Second Step in Banning Use of Cluster Ammunition

Abstract

Representatives of 94 countries signed Convention on Cluster Ammunition in Oslo, Norway, on December 3-4, 2008. The convention was adopted by 111 countries in Dublin Conference on May 30, 2008. Most NATO members were among signatories. Afghanistan is the only neighbor of Iran which has signed it. The United States, Russia, China, Israel, Pakistan, and India, as the most important producers of such weapons, have thus far refrained from signing it. This policy paper reviews issues related to adoption of the convention.
