Abstract

Developing involves some hypothesis either as limited term like economical developing or as unlimited term like cultural developing that professional and skillful human work force is the most important necessities.
Historical view- when we compared it with development societies we got that they use all of their capacities in the way of developing. Information and communication technology at villages is the result of the research which has payattentioned to information and communication technology a lot especially economical, social and cultural aspects and study its effective role on village developing this impact recognizes to reach to human developing by decreasing or omitting unequal digital side of societies. As the most effective solution for improving their situation they show them in every society.
